PURPOSE: <br />Establish guidelines for recognition of individuals, groups, and events by issuance of <br />proclamations and certificates of recognition. <br />PROPOSAL: <br />Implement a process that will allow the City Council to be consistent in determining the <br />appropriate number of presentations at each City Council meeting, and the level and <br />category of each presentation award. This process will not only ensure consistency <br />among each presentation but will also decrease the costs of providing recognition. <br />PROCEDURES: <br />It shall be the policy of the City Council that will evaluate a request for recognition, staff <br />will use the guidelines of this policy as a basis for deciding appropriate recognition. <br />Based upon these guidelines, City Council members may issue recognition as is <br />appropriate to the type of request. This item may then be considered for placement on <br />the agenda for presentation at a City Council meeting, be presented at an outside <br />meeting or event, or be mailed to the recipient. <br />Further, it is the policy of the City Council that the City Manager's Office will process all <br />requests for recognition that meet this policy as a matter of routine. The City Manager <br />may, at any time, add to, delete, or modify any section or portion of a section of this <br />policy. <br />BACKGROUND: <br />The City of Santa Ana has not declared a formal policy or consistent procedure that will <br />set guidelines to the appearance of and amount of recognition that may be presented by <br />councilmembers.
