City of Santa Ana Attachment A: Client Testimonial Letters <br />Request for Proposals (RFP) for Solid Waste Consulting Services <br />RFP NO.: 18-006 <br />14717 BURIN AVENUE ' LAWNDALE, CALIFORNIA 90260 (310) 970-2100 -FAX (310) 644-4556 <br />8, 2004 <br />Re: Letter of Reference for Hilton Farnlcopf & Hobson, LLC <br />To Whom It May Concern: <br />This letter of reference describes the work performed by Hilton Famkopf & Hobson, LLC <br />("I-IF&I-I") on behalf of the City of Lawndale. HF&II has provided solid waste consulting <br />services to the City of Lawndale since 1997. ht 1997 and 2002, HF&H assisted the City in the <br />preparation of two Requests for Proposals ("RFP') and fiauchise agreements for solid waste <br />collection, curbside recycling, and yard waste collection services. <br />During the first procurement process in 1997, the City's ratepayers saved approximately <br />$130,000 in the first year and $651,000 over the contract term, an 11% decrease over <br />prior rates. The RFP process in 2002 ftnther lowered the City's first year costs by <br />$171,000, resulting in savings of $1.2 million over the contract term and a 16% decrease <br />over prior rates. As a result of these procurement processes, the City also increased <br />residential recycling and yard waste services, and improved the City's overall diversion <br />percentage. <br />• In 2002, I-IF&H assisted in the establishment of a commercial permit system to <br />track conunercial hauling activities in Lawndale, and the revision of the City's <br />solid waste ordinance to establish. new AB 939 fees. Through �iermit <br />mina1>,etnent activities }}ierformed by HF&H, the City has collected an additional <br />$100,000 per year in N 939 fees, and all nine haulers are up-to-date in their fee <br />payments to the City. <br />HF&H has also provided assistance to the City by evaluating programs for <br />implementation to increase the City's diversion rate. These proaranis were included in <br />a Plan of Correction developed ender the guidance of HF&I-I w1iiclt was submitted and <br />subsequently approved by the California Integrated Waste Management Board. <br />An important, contribnling factor to our increased diversion rate and collection of fees <br />is the residential contract and commercial pernut program oversight performed bar <br />HF&H. Through HF&H's procurement and negotiation assistance, and FIF&H s <br />ongoing assistance with AB 939 program implementation, contract and permit <br />oversight, our City's residential diversion rate has increased from'16% in 2003 to 38% <br />to -date, <br />I would highly, recommend the use HF&H's services to any city needing assistance with <br />solid waste collection and diversion activities.
