REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 19, 2018 <br />TITLE: <br />ADOPT A RESOLUTION AUTHORIZING <br />BRISTOL STREET URBAN GREENING <br />GRANT PROGRAM APPLICATION <br />(STRATEGIC PLAN NO. 5, 6F) <br />CITY ANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on I" Reading <br />❑ Ordinance on 211 Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution which authorizes submittal of two grant applications for the Urban Greening <br />Grant Program in the total amount of $4,269,874. <br />DISCUSSION <br />The Urban Greening Grant Program is administered by the State of California Resources Agency, <br />and funds will be provided to preserve, enhance, increase, or establish community green space in <br />California. The total Urban Greening grant funding available for Fiscal Year (FY) 2018-19 is $24.7 <br />million statewide. A resolution from the City Council authorizing Public Works Agency staff to <br />submit the applications for funding consideration is required by the grant application process (Exhibit <br />1). The resolution is due to the State Resources Agency prior to site visits for selected projects. <br />Grant funds are anticipated to be awarded in November 2018. <br />In April 2018, the Public Works Agency submitted preliminary concept applications under the grant's <br />Call for Projects for Bristol Street Active Transportation and Urban Greening Improvements. The <br />proposed project includes the addition of a 6-foot parkway; installation of bio-swales to percolate <br />any street water runoff; drought -tolerant native planting, drip irrigation, canopy trees for shade and <br />heat reduction and reduction of greenhouse gas emissions; an 8-foot ADA-compliant pedestrian <br />sidewalk; a 6-foot concrete bike lane; and a 4-foot landscaped buffer to separate the bicyclists from <br />motorized vehicles. <br />Other key features include interpretive bikeway signage and pavement markings, which are <br />intended to educate the public on designated conflict zones. The total estimated cost is $4,269,874. <br />Given the importance of greening public lands and structures, and active transportation <br />enhancements to public health and safety, staff recommends that the City Council adopt the <br />resolution to complete eligibility requirements for this grant application. <br />55A-1 <br />
