CAPITAL FUNDS <br />PURPOSE: <br />In 2013, Governor Brown signed legislation creating rise Active Transportation Program (ATP). The ATP consolidates existing <br />federal and state transportation programs, including the Transportation Alternatives Program (TAP), Bicycle Transportation Account <br />(BTA), and State Safe Routes to School (SR2S), him a single program with a focus to make California a national leader in active <br />transportation. The purpose of ATP is to encourage increased use ofaedve modes oftrareportation by (1) increasing the proportion`) <br />of trips accomplished by biking and walking, (2) increasing safety and mobility for non -motorized users, (3) advancing active <br />transportation efforts of regional agencies to achieve greenhouse gas (GHG) reduction goals, (4) enhancing public health, <br />(5) ensuring that disadvantaged communities fully share in the benefits of the program, and (6) providing a broad spectrum ofprojects <br />to benefitmany types ofamho transportationusers.
