She has superior financial, <br />business and analytical skills and has provided our clients with <br />exemplary financial analysis based on application of sound financial <br />and economic concepts. <br />Project Experience <br />Collier County, FL <br />Ms. Morrisseyserves as the Project Analyst for the implementation of a <br />Stormwater utility in Collier County. Using our financial model, she is <br />developing several multi -year financial management plans corresponding <br />to the level of stormwater management the County needs, which we are <br />reviewing in interactive work sessions with County staff, <br />Pasco County, FL — FGUA Lindrick System <br />Ms. Morrissey serves as the Project Analyst for the valuation of FGUA <br />Lindrick Utility system that Pasco County is intending to acquire. This <br />includes the development of a model with three different methods of <br />valuation analysis and several acquisition funding options that are being <br />reviewed during interactive work sessions with County staff. <br />City of Burlington, NC <br />Ms. Morrissey has served as the Project Analyst for the City during which <br />she conducted a revenue sufficiency analysis for the water and sewer <br />system. Using our financial model, she developed several multi -year <br />financial management plans through the construction of a scenario cost <br />analysis related to the funding of the City's capital improvement program <br />and corresponding water and sewer rate adjustment plans. She also <br />participated in interactive work sessions to review the analyses with City <br />staff. <br />Prince William County Service Authority, VA <br />Ms. Morrissey has served as the Project Analyst for a fund balance study <br />for the Authority, in which she developed a multi -year target reserve fund <br />balance range model. This Includes a detailed analysis of the Authority's <br />water and sewer fixed assets and associated cost characteristics, which <br />have been reviewed with Authority staff, <br />City of Santa Ana, California I Water and Sewer Enterprise Cost of Service Study Stanley 30 <br />
