- City of Santa Ana <br />2.5 BID PROPOSAL EVALUATIONS <br />2.5.1 Competitive Process <br />The Proposal Grading Panel will evaluate and rate each bid proposal according to <br />established criteria. The following evaluation criteria, with a maximum of 500 points, will <br />be utilized by the Proposal Grading Panel to rate each proposal: <br />At the conclusion of the evaluation process, the Proposal Grading Panel will make a final <br />contract award recommendation(s), which will be presented to the Santa Ana City of <br />Santa Ana Council. The City of Santa Ana Council may accept the professional Grading <br />Panel's award recommendation and award the contract pursuant to that recommendation. <br />Alternatively, the City of'Santa Ana Council may award the contract to another qualified <br />Proposer upon conducting its own review and evaluation of the grading criteria, scoring <br />materials, final scores, bid proposals submission materials, and other pertinent <br />information. <br />2.5.2 Proposal Grading Panel. <br />Bid proposals will be reviewed and evaluated by a Proposal Grading Panel. <br />City/OCFA staff will participate and appoint the members of the Proposal Grading Panel. <br />Following an initial bid proposal evaluation process, the grading panel will select finalists <br />for possible onsite visits and oral presentations.
