LS 8.21.18 <br />RESOLUTION NO.2018-xx <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA CERTIFYING FINAL SUBSEQUENT <br />ENVIRONMENTAL IMPACT REPORT NO. 2018-15 (SCH <br />NO. 2006031041) AND THE MITIGATION MONITORING <br />AND REPORTING PROGRAM; MAKING CEQA FINDINGS <br />OF FACT; ADOPTING THE STATEMENT OF OVERRIDING <br />CONSIDERATIONS; AND ADOPTING GENERAL PLAN <br />AMENDMENT NO. 2018-03 FOR THE PROPOSED METRO <br />EAST MIXED USE OVERLAY ZONE EXPANSION AND <br />AMENDMENTS PROJECT AND THE ELAN <br />DEVELOPMENT PROJECT LOCATED AT 1660 EAST <br />FIRST STREET <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The City of Santa Ana (City) is requesting approval of General Plan <br />Amendment No. 2018-03 to amend the General Plan land use designation <br />of 53 parcels located in the existing Metro East Mixed Use (MEMU) Overlay <br />Zone. (OZ -1) and in the proposed MEMU expansion area to be consistent <br />with the current land uses and proposed zoning designations in the MEMU <br />project area (the "MEMU" project). <br />B. A Subsequent Final Environmental Impact Report (the "SEIR") No. 2018- <br />15 (SCH No. 2006031041) was prepared for the MEMU projects. The <br />SEIR also evaluates the environmental impacts of a separately proposed <br />development project within the expanded MEMU area that will be <br />considered separately by the Planning Commission after the SEIR and <br />MEMU project have been considered and approved by the City Council. <br />For the purpose of the SEIR, the MEMU and Elan projects are also known <br />as the "Project." <br />C.• The development project to be considered separately by the Planning <br />Commission is Site Plan Review No. 2018-02 to allow a 603 -unit mixed- <br />use development project at 1660 East First Street (the "Elan" project), <br />subject to approval of this General Plan Amendment, and separate but <br />related Amendment (Zone Change) and Zoning Ordinance Amendment <br />applications. <br />EXHIBIT C <br />Resolution No. 2018-xx <br />Page 1 of 13 <br />75B-123 <br />
