PUBLIC HEARING – GENERAL PLAN AMENDMENT NO. 2016-01, AMENDMENT <br />APPLICATION NO. 2016-01, AND ENVIRONMENTAL REVIEW NO. 2016-14 <br />{STRATEGIC PLAN NOS. 3, 2; 3, 5; 5, 3; 5, 4 } (Ali Pezeshkpour) <br /> <br />AMCAL Multi Housing Two, LLC, is requesting approval of a General Plan land use <br />amendment (GPA), an amendment application (zone change), and adoption of a <br />Mitigated Negative Declaration (MND) to allow construction of 69 affordable rental <br />housing units on a site currently developed with a four -story office building at 1440 East <br />First Street located in the General Commercial (C2) zoning district. <br /> <br /> Legal notice published in the Orange County Reporter on March 15, 2016 and notices <br />mailed March 16, 2016. <br /> <br />RECOMMENDED ACTION: <br /> <br />Planning Commission has considered the draft mitigated negative <br />declaration (MND) for this project and shall adopt by minute action a <br />recommendation to the City Council for the following actions: <br /> <br />1. Approve and adopt the Mitigated Negative Declaration and Mitigation <br />Monitoring Program, Environmental Review No. 2016-14. <br /> <br />2. Adopt a resolution approving General Plan Amendment No. 2016-01. <br /> <br />3.
