Statement of Overriding Considerations <br />4.3 Metro East Mixed -Use Overlay Zone Expansion <br />(Program -Level) . <br />Air Quality <br />Impact 4.1-1 Construction activities associated with the proposed project would exceed <br />South Coast Air Quality Management District Standards for VOC and NOx, and <br />would result in a projected air quality violation. <br />Impact 4.1-2 Operation of the proposed project would exceed South Coast Air Quality <br />Management District standards for VOC, NOL CO, PM 10, and PM2.5 and would <br />result in a projected air quality violation. <br />Impact 4.1-3 Construction and operation of the proposed project could result in a <br />cumulatively considerable net increase of criteria pollutants for which the <br />proposed project region is in nonattainment under an applicable federal or state <br />ambient air quality standard. <br />Cumulatively, the proposed project would also have significant and unavoidable impacts with <br />regards to the above-mentioned impacts. <br />Greenhouse Gas Emissions <br />Impact 4.3-1 Development of the proposed project would result in a net increase in emissions <br />over existing conditions and would be considered a significant impact. <br />Cumulatively, implementation of the proposed project would also result in a significant and <br />unavoidable impact with regards to the above-mentioned impact <br />Noise <br />Impact 4.7-4 Construction activities associated with the proposed project could generate or <br />expose persons or structures to excessive groundborne vibration. <br />Impact4.7-5 Operation of the proposed project would generate increased local traffic <br />volumes that would cause a substantial permanent increase in ambient noise <br />levels in the project vicinity.. <br />Cumulatively, the proposed project would also have significant and unavoidable impacts with <br />regards to construction -period groundborne vibration. <br />Traffic/Transportation <br />Impact 4.8-1 Implementation of the proposed project would cause an increase in traffic that <br />is substantial in relation to the existing traffic load and capacity of the street <br />system. <br />Impact 4.8-2 Implementation of the proposed project would exceed standards established by the <br />Orange County Transportation Authority within the Study Area. <br />Metro East Mixed -Use Overlay District Expansion and Elan August 2018 <br />Development Projects 4-2 ICF 19.18 <br />Findings of Fact/Statement of Overriding Considerations <br />75A-168 <br />
