The following information focuses on an overall assessment and evaluation of the Santa Ana City Jail's <br />building structures and key building systems including security and electronics. The facility survey and <br />assessment information focuses on identifying the detention facility's physical plant and building systems <br />strengths and weaknesses. This information was used to determine the continued usefulness and overall <br />economic viability of the structure. <br />The assessment focused on factors that included (1) configuration and intended security levels, (2) <br />defined uses of the facility, (3) physical condition of the building elements, (4) quality of the space, and (5) <br />ability to achieve intended security and level of safety for staff and inmates as well as compliance with <br />standards. <br />The facility survey / assessment looked at previous reports, inspections, maintenance logs, capital <br />expenditures, and any other documents or work products that influenced or has altered the status of each <br />facility. Information on physical layout, dimensions, and utilization of the detention facility was developed <br />by observation, measurement, and drawings. Information on the history of the institution's defined use <br />was obtained directly from facility personnel. Space measurements from architectural plans were taken <br />from the outside of exterior walls to the center line of the wall between adjacent interior rooms. <br />This assessment was conducted over several weeks and involved many discussions with Jail personnel. <br />The information obtained was intended to provide a broad based understanding about the adequacy of <br />the space and physical arrangement of the Santa Ana City Jail facility. It was also intended to provide <br />insight into several fundamental questions about the overall characteristics, continued use and future <br />reuse options of the city facility. Using the information from the facility survey and evaluation, Vanir <br />examined the following planning questions: <br />1. Is the detention facility and support space sufficiently sized, configured, and in a <br />condition from a physical plant perspective to support the security level and program <br />requirements of the adult offender population? <br />2. Are there renovations, remodeling, or other building modifications which can be made <br />to the existing facility which would make better use of available space for staff, <br />inmates and the public? <br />3. Does the local adult facility contain building elements or systems which present <br />excessive liability for the County when continuing to operate or use the facility at <br />current "ADP" levels? <br />4. What is the remaining useful life of the facility? <br />5. Can the existing facility be economically expanded to accommodate reuse options or <br />future populations? <br />6. Have there been significant changes in either the volume or characteristics of male / <br />female inmate population which should be recognized in any remodeling or housing <br />construction plan to expand the capacity of the facility? Are there selected "special" <br />sub -populations of inmates currently being housed in the facility which could be <br />better served through a different housing configuration or security custody response? <br />7. Where could expansions occur within the facility site plan that would be compatible <br />with the department's operational standards? <br />S.
