medical / mental health services area which is nearly 6-1/2 square feet lower per rated inmate bed than <br />other comparable California detention facilities. <br />From an outdoor jail perspective, the overall size of the Jail's vehicle sallyport is slightly larger than the <br />average of the 19 facilities included in the comparative analysis. The analysis does show, however, that <br />the facility's quasi -outdoor recreation yards are somewhat smaller compared to other California jails. The <br />City Jail devotes nearly 16.5 square feet of total building space per rated bed while the comparison <br />facilities allocate approximately 23.4 square feet per bed. <br />EVALUATION OF FUNCTIONAL USE AREAS <br />AT THE SANTA ANA CITY JAIL <br />The following section contains a summary review of each of the 14 functional use areas contained at the <br />Santa Ana City Jail. <br />Administration — Space is the connecting hub of <br />the Jail to the entire organization. It is the space <br />where administrative staff are located, such as Jail <br />Administrator, support staff, and clerical. It <br />provides a buffer to the Jail and the rest of the <br />Department's organizational structure. This <br />function is the primary response to public <br />concerning the inmates, process, laws, etc. This <br />space is generally located outside of the secure <br />perimeter of the Jail, but in close proximity for <br />convenient access. Administration typically <br />includes (1) staff offices, (2) training rooms, (3) <br />locker room with showers, (4) conference room, (5) <br />copy room, (6) storage rooms, (7) staff lunch room, <br />(8) IT room, (9)janitor closets, (10) restrooms, (11) <br />records, and (12) public area. <br />Standards - Title 24 is not specific regarding the amount of space needed to manage and operate the <br />Jail. However, Title 15 responds to the duties and requirements such as: maintaining statistical data, <br />preparing manuals and procedures, supervision, administration, etc. <br />EXISTING CONDITIONS AT THE SANTA ANA CITY JAIL FACILITY <br />The administration space is comprised of small office areas adjacent to the facility's entry. The total space <br />is 3,427 square feet. <br />Observations and Evaluations: Consultant Evaluation Rating: 2.7 Very Adequate <br />• The administration area is located off the Lobby entrance on the second floor of the City Jail. <br />• The administration area contains 13 cubicles of varying size, four offices for the jail administrator, <br />support manager, chief secretary, and a small conference room. <br />• The roll call room seats approximately 25 officers and includes a small break area with two <br />microwaves. <br />• The administration area contains 2 two -stall restrooms for male and female employees. The <br />restrooms contain some ADA aspects; however, the sink does not meet ADA height compliance. <br />Appendix B. <br />65A-157 <br />
