Judgments about these systems considered a number of factors <br />involving the quality of materials, reoccurring failures, inoperability, the ease or difficulty in getting parts or <br />service, and how quickly a repair or upgrade may have been made. The building systems which were <br />examined included (a) HVAC, (b) plumbing, (c) lighting, (d) noise control systems, (e) fire and life safety, <br />(f) security, (g) handicapped access, and (h) structure. The results of the assessment revealed the <br />following building system strengths and deficiencies: <br />Building System Strengths: <br />Building Structure <br />■ The building is predominately of concrete wall construction which shows no signs of <br />structural failure or wear requiring maintenance or upkeep. High quality finishes such <br />as granite, porcelain fixtures, wood doors, and Flooring throughout the facility make it <br />one of the most attractive detention facilities in the state. All the ceilings in secure <br />areas are very substantial heavy perforated steel mesh. <br />Security Locks <br />■ Locking devices throughout the facility appear to be serviceable and suitable for their <br />intended function. Sliders ran well and appeared to be very well maintained. Manual <br />locking devices appeared to function as intended and were well maintained. <br />HVAC <br />■ The HVAC unit which was inspected is manufactured by York and original to the <br />building. It is equipped with manual smoke evacuation in the housing units. The <br />system appears to operate normally. Forty to forty-five HVAC units were replaced <br />with VFD models two to three years ago with only a few left to be replaced. <br />ER <br />65A-52 <br />
