4. <br />the Hudson River would be converted into offices by developers who will rent mainly to <br />nonprofit organizations focused on providing services for women. <br />Bayview's redevelopment plan will be led by the developer Goren Group, in partnership with <br />the NoVo Foundation, a philanthropic <br />group established by Warren E. Buffett. <br />! The group's co -presidents are his son <br />% Peter Buffett and Peter's wife, Jennifer. <br />The Women's Building, as it will be known, <br />n will add offices, landscaped terraces, and <br />an art gallery. The facility currently also <br />contains open rooftop sports courts and <br />Art Deco chapel which will also be <br />renovated and incorporated into the office <br />building layout being designed for the <br />structure.' <br />Bayview Correctional Facility Cells <br />Wapato Detention Facility: In March 2017, Multnomah County, Oregon was looking to sell <br />the never -used 155,400 square foot <br />III Wapato Detention Facility. Built in 2003 <br />dil for $58 million, it costs the County <br />$300,000 or more each year to maintain <br />the 525 -bed detention facility. It was <br />estimated that it would take $10 million <br />annually to house inmates and <br />employees. It was never opened because <br />�• ,3. the existing local jail population began <br />rw r declining after its construction, and the <br />'r County did not have readily available <br />4 , funding for jail operating costs. The <br />bonds used to build it will be paid off in <br />Multnomah County, OR Wepafo Jail 2030. At that point, with interest, the total <br />costs of the facility could exceed $105 <br />million, including interest and maintenance, according to a Portland Tribune analysis. <br />Wapato Detention Facility <br />In a 2014 appraisal, Wapato's value as an <br />industrial building was listed as $8.5 <br />million. It is estimated that it would take <br />$950,000 and an ongoing $140,000 in <br />utilities per month ($1.68 million a year), <br />including the hiring of five new full-time <br />employees onsite, to open for other uses. <br />This includes ensuring working lights, <br />plumbing, heating and Internet services, in <br />addition to ongoing maintenance and the <br />expectation that outdated systems would <br />need to be replaced as they fail over time, <br />including HVAC and other systems. <br />Other issues with the facility include (a) poor to no cell service, (b) no internet connectivity or <br />WIFI, (c) hardware issues, and (d) being non -ADA compliant. dorm doors, for instance, <br />weigh 300 pounds each and have access by stairs only. <br />o • 1, <br />6t] <br />
