COMPREHENSIVE PLANNING AND HISTORIC PRESERVATION UPDATE <br /> <br /> Senior Planner McCann provided a presentation on Comprehensive Planning and Historic <br />Preservation. The presentation included information on the following: <br /> <br /> Regional and Sub-Regional Coordination <br /> Zoning Ordinance Amendment <br /> Demographics and Census 2020 <br /> Circulation Element Update <br /> Comprehensive General Plan Update <br />o Land Use Element <br /> SCAG Pilot Program with Santa Ana <br /> Historic Preservation <br />o 2018 Objectives <br /> <br />Further discussion ensued regarding the Mills Act agreement fees. <br /> <br /> <br />COMMENTS <br /> <br />4. STAFF COMMENTS <br /> <br />Acting Planning Manager Fregoso <br /> In response to public comments received at the January 22, 2018 meeting, an update <br />on the Mental Health Association (MHA) located at 2416 S. Main Street was provided. <br />Reported that MHA was approved as a medical office; Code Enforcement and the <br />Police Department have visited the site and found that it may now be operating outside <br />the scope; the matter is still under review. <br /> <br /> <br />5. PLANNING COMMISSION MEMBER COMMENTS <br /> <br />Commissioner Bacerra: <br /> Thanked staff for their efforts. <br /> Hopes to have a Work Study on the 2525 N. Main Street project. <br /> <br />Commissioner Verino <br /> Thanked staff for their efforts. <br /> <br />Commissioner Mendoza <br /> Inquired about the Public Convenience and Necessity (PCN) determination process <br />o Staff reported that a letter will be sent to the State reporting the determination <br />that was made at tonight’s meeting. <br /> <br />A-4
