<br />Helped author a Categorical
<br />Exemption for the Hazel Street
<br />Improvement project. The
<br />proposed project consisted of the
<br />alteration of Hazel Street from La
<br />Habra Boulevard to First Avenue
<br />for southbound one-way operation,
<br />and included landscaping,
<br />landscaped concrete Islands,
<br />irrigation, intersection treatment,
<br />angled parking, signing, striping,
<br />and other work as necessary.
<br />Peer Review, Draft
<br />Environmental Impact
<br />Statement, Honolulu High -
<br />Capacity Transit Project,
<br />Honolulu, HI. The proposed
<br />project was a 20 -mile elevated
<br />light-rail line that will connect West
<br />Oahu with downtown Honolulu
<br />and Ala Moana Center. On behalf
<br />of the client, a significant land
<br />owner in Hawall, a technical
<br />team conducted a peer review
<br />of the Draft Environmental
<br />Impact Statement which had
<br />already been prepared for the
<br />proposed Honolulu High -Capacity
<br />Transit Corridor rail project. Their
<br />review was in response to client
<br />concerns over the potential loss of
<br />properties which could be taken
<br />for the project and the potential
<br />Impacts on more than 100
<br />properties owned by the client, as
<br />well as tenants, and businesses
<br />occupying those properties
<br />along the proposed train route.
<br />Conducted the peer review of the
<br />aesthetics section for the Honolulu
<br />High -Capacity Transit Project.
<br />Venoco Platform Holly
<br />Power Cable Replacement
<br />Project IS/MND, State Lands
<br />Commission, Goleta, CA. Lead
<br />author of an IS/MND for a power
<br />cable replacement project that
<br />would be located underground
<br />and underwater. The proposed
<br />project would replace the existing
<br />46 year old sub -sea power cable
<br />between the existing Ellwood
<br />Onshore Facility and Platform
<br />Holly. Onshore and through the
<br />beach and surf zone, the cable
<br />would be laid utilizing horizontal
<br />directional drilling. Potential
<br />impacts were assessed and
<br />mitigated when warranted. The
<br />project was located in Goleta, CA
<br />and the Pacific Ocean and had an
<br />expedited schedule.
<br />Target Retail Store EIR, San
<br />Clemente, CA - Conducted an
<br />aesthetics study and alternatives
<br />analysis for the Target Retail Store
<br />EIR. The proposed project would
<br />develop a 14.79 acre vacant
<br />parcel into a 142,000 -square -
<br />foot Target retail store with 513
<br />on-site parking spaces. Aesthetics
<br />was of particular concern to City
<br />residents in the vicinity of the
<br />project site.
<br />Proposed Expansion
<br />of Thurgood Marshall
<br />Elementary School MND,
<br />Oxnard, CA. Primary author of
<br />an MND for a new 12 -classroom
<br />building on the existing Marshall
<br />Elementary School Site. As
<br />part of the project, the existing
<br />school would be reconfigured to
<br />Include grades 6th through 8th
<br />thereby accommodating students
<br />in grades K-8 at the Marshall
<br />School campus. The proposed
<br />12 -classroom permanent
<br />structure would Increase student
<br />capacity at the Marshall School
<br />to 900 students at State loading
<br />standards, satisfying the District's
<br />educational specification for a K-8
