The main building was report- <br />ed to have been occupied by a homeless popula- <br />tion for many years. Since 1993, the main build <br />Ing was listed in the National Register of Historl- <br />cal Resources, and categorized as a "Landmark" <br />because it "is on the national register," "is on the <br />state register", "has htstorlcal/cultural signifl- <br />dance for the City of Santa Ana," and „has a <br />unique architectural ,significance". The City of <br />Santa Ana owned the structures and was entertaining the idea of selling the buildings. A hazardous <br />pact AGMs, lead containing surfaces, universal wastes, and birdlrodent and human waste were <br />present throughout most areae of the main building, Buildings on the property include: Main Building, <br />a three-story structure including a basement which occupies an approximate 44,460 -square foot <br />(SF) area; Southwest _Building,a single-sftnrystructore which occupies an approximate 1,2007 $F 8r <br />- <br />ea; Concrete Block Building, a single -story structure which occupies an approximate 750 -SF area; <br />and Handball Courts, a single -story structure which occupies an approximate 2,000 -SF area <br />The HRMS includeda review of existing hazardous building material related documents for titie site <br />provided by the City of Santa Aria; performing an asbestos survey, a lead survey, and performing a <br />visual evaluation for the presence of Universal Waste Rule hazardous materials including potential <br />mercury -containing thermostats, switches, and fluorescent light tubes; items potentially containing <br />PCBs; potential tritium or baftery-containing exit signs; and "potential Chlorofluorocarbon -contain ing <br />refrigeration systems (in accordance with current standards and practices); and deliverable reporting <br />of the HBMS activities. <br />Based on the results of the HBMS, Ninyo & Moore, working veryclosely with the City of Santa Aria, <br />participated in the job pre-bid walk, responded to request for clarification from contractors, and pre- <br />pared abatement bidding specifications for removal of hazardous building materials (asbestos, lead, <br />universal, and other wastes). The specifications provided guidelines and instructions for the general <br />and abatement contractors to follow for the handling of asbestos, leadcontainingmaterials, and <br />miscellaneous hazardous building materials located within the site structures. Because of the exten- <br />sive damage of the structures, a SCAQMD Procedure, 5 Flan was needed and prepared by Nlnyo <br />Moore. The abatement specifications also needed to be mindful of the historical preservation needs <br />of the structures. <br />N?inya & Moore performed the hazardous materials abatement monitoring services over a four-month <br />period. Upon recolpt of documentation from the abatement contractor, Ninyo & Moore prepared the <br />hazardous abatement closeout report, which summarized the abatement activities, air monitoring <br />data, and clearances, <br />Ninyo & Moore I Oily of Santa Ana- (Q) Iiaznrdous Material SurVeys 105-00713 A2 i dune 5, 2018 <br />
