ANA <br />REQUEST FOR PROPOSALS <br />FOR <br />PEDESTRIAN AND BICYCLE SAFETY PROGRAM <br />RFP NO.. 17-113 <br />Task 1: Cond net Bike Education Classes— <br />Conduct three (3) bicycling basics classes in the City of Santa Ana. At least one (1) of these <br />classes will be taught in Spanish. Bicycling Basics classes are geared towards new riders to teach <br />them basic skills and give them confidence to begin riding a. bicycle. All classes will be taught by <br />trained League Cycling Instructors (LCls), The target students are people who have never ridden <br />before and/or who have not ridden since childhood. The class will help students master riding in <br />a sial ht line, balancing, and shtftug gears. It will emphasize starting and stopping, dodging <br />hazards, scanning and signaling; as well as turning and yielding. Riders will learn the rules of the <br />road. for entering traffic at intersections and riding in the street The class is designed to increase <br />bicyclist's safety awareness of common car/bike collisions, teach ways to prevent and avoid <br />crashes and collisions, and emphasize the importance, of helmet use when riding a bicycle. This <br />class covers bicyclist rules of the road, basic principles of bicycling in traffic, common hazards <br />encountered by bicyclists and how to deal with thein, simple steps to ensure your bike is in good <br />condition, and proper helmet fit and adjustment. Likewise, the rights and responsibilities of <br />cyclists are embedded throughout the classroom and on -bike instruction to help increase tine <br />number of cyclists riding safely and legally. Each participant will receive a certificate of <br />completion upon mastering the course. This reinforces pride and confidence in what they have <br />learned. <br />Conduct three (3) adult bike education classes in the City of Santa Ana. At least one (1) of these <br />classes will be taught in Spanish. Traffic Skills 101 is designed to increase bicyclist's safety <br />awareness of common car/bike collisions, teach ways to prevent acid avoid crashes and <br />collisions, and emphasize the importance of hehhiet use when riding a bicycle. Likewise, the <br />rights and responsibilities of cyclists are embedded throughout the classroom and on -bike <br />instruction to help increase the number of cyclists riding safety and legally. 'The classroom <br />session offers students a 'theoreticat explanation of vehicular cycling principles supported by <br />relevant examples of safe cycling using audio/visual and group learning techniques, Students are <br />required to complete the classroom session before tatting the on-bikc session. The on -bike <br />session provides practical application of the theoretical- element to give each student a <br />fundamental understanding of safe, legal and effective cycling techniques to reach any <br />destination by bicycle. Students first practice bike -handling skills and evasive maneuvers on a <br />vacant paved area before riding on city sweets in a group ride led by experienced instructors. <br />Following each class surveys will be conducted to collect comments and ideas firm both <br />students and instructors to irnp ove and expand future classes. <br />City of Santa Ana RI <br />Page Al -t <br />
