HPPA No. 2018-01 <br />October 4, 2018 <br />Page 2 <br />• Long term preservation of the property and visual improvement to the neighborhood <br />• Allows for a mechanism to provide for property rehabilitation <br />• Provides additional incentive for potential buyers to purchase historic structures <br />• Discourages inappropriate alterations to the property <br />In 2003, the Historic Resources Commission adopted Resolution No. 2004-03 approving Historic <br />Resources Commission Application No. 2003-68 and Historic Register Categorization No. 2003- <br />70 to place the Friend House on the historical register and within the Contributive category. The <br />Friend House was determined to be architecturally significant as one of the few examples of the <br />Craftsman architectural style in the Wilshire Square neighborhood and as one of the oldest, if not <br />the oldest, homes in the neighborhood. The Friend House qualified for listing under Criterion 1, <br />as a building with the "distinguishing characteristics of an architectural style or period." <br />Additionally, the house was categorized as "Contributive" because it "contributes to the overall <br />character and history" of Wilshire Square and "is a good example of period architecture." <br />At the time, the property owner did not express a desire to enter into a Historic Property <br />Preservation Agreement (Mills Act) with the City. Furthermore, the property was sold four <br />separate times between 2015 and 2018. The property was acquired by the previous owner, <br />Gabriela Esqueda, on June 6, 2017. Ms. Esqueda expressed a desire to improve the property <br />and requested approval to execute a Mills Act agreement with the City of Santa Ana. However, <br />Ms. Esqueda sold the property to Mr. and Mrs. Garvin in August 2018. Mr. and Mrs. Garvin are <br />now requested approval to execute a Mills Act agreement with the City. <br />The property has no identified unauthorized modifications. Upon consideration of the application, <br />it is recommended that the City enter into a Historic Property Preservation Agreement. <br />CEQA Compliance <br />In accordance with the California Environmental Quality Act, the recommended action is exempt <br />from further review under Section 15331, Class 31, as this action is designed to preserve a <br />historic resource. Categorical Exemption No. ER -2018-81 will be filed for this project. <br />Strategic Plan Alignment <br />Approval of this item supports the City's efforts to meet Goal No. 5 Community Health, Livability, <br />Engagement & Sustainability, Objective No. 2 (expand opportunities for conservation and <br />environmental sustainability) and Objective No. 3 (facilitate diverse housing opportunities and <br />support efforts to preserve and improve the livability of Santa Ana neighborhoods). <br />Pedro Gomez <br />Assistant Planner I <br />PG:sb <br />S1HM2018\104-1811110 S.
