1. STATEMENT OF QUALIFICATIONS <br />f. References <br />N; <br />;. <br />SCST has been working with the City for seven years providing materials <br />u x ' testing and inspection services, as well as geotechnical engineering. <br />ti <br />Projects have included: <br />+ 8th Street Smart Growth Revitalization Project., Testing and <br />inspection during the extension of the National City Streetscape <br />}" project that ties together the City's redevelopment efforts. The <br />western portion of the project, between the 8th Street Trolley Station <br />to National City Boulevard, includes new lighting with historic banners, <br />way finding signs, trees, Class II bicycle lanes, lighting for the freeway <br />underpass, medians and ADA improvements. The eastern portion, <br />between National City Boulevard and Highland Avenue, narrows that <br />segment of 8th Street toonelane in each direction, with left turn lanes at intersections, corner bulb -outs <br />for traffic calming, enhanced crosswalk signing and striping, lighting with historic banners, bike racks, <br />landscaping, ADA improvements, medians and angled parking on the south side of the street. The project <br />also includes a new "Market Square" on AAvenue and 8th Street for farmers markets and street festivals. <br />+ Avenue A Green Street: Testing and inspection services during the $3.7 million project which consisted <br />of the implementation of low -impact development (LID) infiltration measures along portions of "A" Avenue <br />between East 8th Street and Kimball Park to treat urban storm water runoff prior to entering the storm <br />drain system and discharging into Paradise Creek. Other improvements included enhanced crosswalks with <br />pedestrian refuge islands and corner bulb -outs for traffic calming, pedestrian actuated flashing crosswalk <br />signs, and high intensity signing and striping; new sidewalks and pedestrian curb ramps forADA compliance; <br />decomposed granite walking paths through Kimball Park; a new gateway plaza with permeable pavers <br />adjacent to National City Public Library; and an educational creek-themed art wall. SCST provided soils and <br />concrete testing and inspection services. <br />I- Plaza Boulevard Widening Phase 1: Phase I of the project includes widening Plaza Boulevard to construct <br />a six lane regional arterial, utility undergrounding, and the widening of Plaza Boulevard between Palm <br />Avenue and Interstate 805 including new travel lanes to expand roadway capacity and improve traffic flow, <br />traffic signal modifications for safety and operations, and pedestrian / ADA enhancements. <br />• Division Street Traffic Calming: Construction of traffic calming, as well as pedestrian, bicycle, and <br />Safe Routes to School enhancements on Division Street between Highland Avenue and Euclid Avenue. <br />Improvements included ADA pedestrian curb ramps, high intensity signing and striping, and buffered bike <br />lanes.
