4. Section 2.02, Bi-Annual Financial Statement and Audit, shall be amended to read as <br />follows: <br />"Annual Financial Statement and Audit <br />No later than November 1 of each year, SABC shall submit to the City Manager a <br />complete statement of SABC's revenues and expenditures and a financial audit for the <br />preceding year prepared by an independent certified public accountant." <br />5.
