<br />FirstCarbon Solutions' Profile and Experience
<br />Founded and Incorporated in 1982 (California Corporation #1162594), FCS International, Inc., doing business as FirstCarbon
<br />Solutions (FCS), has provided hundreds of local government, state, and federal agencies, and private development clients with
<br />contract environmental services. We have prepared a full range of California Environmental Quality Act (CEQA) and/or National
<br />Environmental Policy Act (NEPA) environmental review documents for all types of projects, including planned communities,
<br />mixed-use, retail, industrial, commercial, residential, utilities, pipelines, transportation facilities, schools, theaters, landfills,
<br />dams, reservoirs, cemeteries, churches, municipal facilities, correctional facilities, parks, recreational facilities, golf courses,
<br />hotels, resorts, and water/waste treatment facilities; and we have prepared environmental documentation for numerous City
<br />and County General Plans, General Plan Updates, Specific and Community Plans, Zoning and Development Code Updates, and
<br />related planning efforts. In addition to environmental compliance and documentation services, FCS also provides regulatory
<br />compliance and permitting services; air quality, greenhouse gas (GHG), health risk assessment, and climate change analysis
<br />services; noise analysis services; natural resource management and biological services; cultural, historic, and paleontological
<br />resource management services; and sustainability planning services. During our34-year history, FCS has prepared
<br />environmental compliance documents and technical studies for more than 8,000 projects throughout California, Including
<br />more than 300 projects in Orange County. FCS serves clients In the western United States with a staff of over 80 full-time
<br />professionals from offices located in Irvine (HQ), Los Angeles, Walnut Creek, Roseville, Fresno, and San Bernardino.
<br />FCS has extensive and proven experience providing on-call environmental consulting services to municipalities and agencies
<br />throughout California. We currently hold or have held master services contracts to provide on-call environmental, technical,
<br />and regulatory compliance services to the cities of Los Angeles, Commerce, Anaheim, Cerritos, Chino Hills, Colton, Corona,
<br />Costa Mesa, Fontana, Fountain Valley, Hemet, Highland, Irvine, Lake Elsinore, Moreno Valley, Pomona, Riverside, and San
<br />Bernardino, and the counties of Orange, Los Angeles, Riverside, and San Bernardino. Our relationships with these entities, in
<br />many Instances, span the entire 34 -year history of our company,
