<br />Air Quality Studies, Greenhouse Gas Assessment, and Health Risk Assessment Services
<br />FCS provides a complete range of air quality and climate change services to support CEQA and NEPA documents and air
<br />quality regulatory requirements for public agencies, industries, and private developers. All research, documentation, and
<br />EA techniques are in full compliance with legal requirements. Global climate change analyses prepared by the FCS Air
<br />Quality Team include background Information on GHGs, climate change, and legislation; detailed GHG emission inventory
<br />of project emissions; Identification of an appropriate significance threshold; significance determination; and mitigation
<br />measures. FCS provides the following air quality and climate change services: Air Quality Mitigation Monitoring, Air Quality
<br />Mitigation Strategies, CAPS, Dispersion modelling, Emission Inventories, Expert Testimony, Peer Review, and Consensus
<br />Building, Fugitive Dust Control and Construction Mitigation Plans, General Conformity Analysis, Health Risk Assessments,
<br />Indirect Source Review Applications, and Stationary Source Compliance Audits.
<br />Noise Impact Studies
<br />FC5 offers a wide range of noise planning and control services. We prepare noise impact assessments ranging from General
<br />Plan Noise Elements to site-specific projects that include various types and levels of acoustical analysis and noise control
<br />compliance, and we offer noise monitoring services to ensure that projects comply with specified noise thresholds. Our
<br />Noise Management Specialists also offer their expertise in utilizing traffic noise prediction models and noise modeling tools
<br />for all types of projects, including residential, mixed land uses, commercial, industrial recycling facilities, Industrial parks,
<br />and railroads.
<br />Biological Resource Assessments
<br />FCS's in-house biological staff can prepare the simplest habitat assessments and endangered species surveys, as well as the
<br />most complex endangered species permits. Our expertise with Habitat Conservation Plans (HCPs) and Section 7
<br />Consultation has helped federal, state, Native American, municipal agency, and private development clients meet their
<br />planning objectives, Our natural resources management services include Biological Surveys and Assessments, Clean Water
<br />Act Compliance (Section 401/404), Construction Monitoring and Reporting, Endangered Species Surveys, Habitat
<br />Characterizations, Mapping, and Impact Analyses, HCPs (Endangered Species Act Section 10), Mitigation and Restoration
<br />Plans, Mitigation Monitoring and Reporting, Multiple Species HCPs (MSHCPs), Pre -Construction Surveys, Regulatory
<br />Permitting, Resource Management Plans, Sensitive Species Investigations, and Wetlands Delineation and Permitting.
<br />Cultural Resource Studies and Historical Resource Assessments
<br />FCS conducts preconstruction site assessments, literature and archival record searches, field surveys, and, if necessary,
<br />subsequent testing and recovery programs. We conduct paleontological assessments and prepare paleontological
<br />monitoring programs and fossil salvage plans. We also conduct mitigation monitoring of earthmoving construction
<br />activities, FCS evaluates cultural resource sites for Inclusion on national, state, and local registers. Our hist9ric resources
<br />evaluations include archival research, in -field evaluation, and comprehensive reporting; we also offer recommendations for
<br />site mitigation, if required. Our prehistoric resources evaluations include consultation with the Native American Heritage
<br />Commission and local, concerned, Native American tribal representatives. Following our field surveys, we make
<br />recommendations for the best course of action to protect sensitive prehistoric resources, Including burial sites, religious
<br />sites, artifacts, and traditionally valued plants and animals.
