ROH - 05.21.19 <br />ORDINANCE NO. NS-XXXX <br />AN ORDINANCE OF THE CITY OF SANTA ANA <br />ADOPTING A RESTRICTION ON MOBILE HOME SPACE <br />RENTAL RATE INCREASES THAT EXCEED THREE <br />PERCENT (3%) ANNUALLY, OR THE CHANGE IN <br />CONSUMER PRICE INDEX, WHICHEVER IS GREATER, <br />WITHIN THE CITY <br />THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS <br />FOLLOWS: <br />Section 1. The City Council of Santa. Ana hereby finds, determines and <br />declares as follows: <br />A. At the City Council meeting on April 16, 2019, the City, Council discussed the City <br />of Santa Ana's ("Santa Ana" or "City") ability to address rent increases in mobile <br />home parks. <br />B. During said City Council meeting, several members of the public made <br />comments regarding pending rent increases in Santa Ana mobile home parks, <br />including residents from the Bali Hi Mobile Home Lodge ("Bali Hi") and Kona Kai <br />Mobile Home Park ('Kona Kai"), as well as representatives from the <br />Manufactured Housing; Educational Trust ("MHET") and the Western <br />ManufacturedHousing Communities Association ("WMA"). <br />C. According to documents presented at the City Council meeting by MHET, the <br />proposed monthly space rent increases at Bali Hi range from approximately 4.2% <br />to over 34.5%, while Korea Kai proposed a 6% monthly space rent increase. <br />D. On April 30, 2019, the City met with representatives from MHET, WMA, and Bali <br />Hi to discuss the rent increases and request that the owners withdraw the notices <br />of proposed rent increases in order to provide time for the City and affected <br />parties to study the pertinent issues. <br />E. The proposed rent increases at Bali Hi and Kona Kai demonstrate the situation <br />faced by many of the residents who reside at mobile home parks in Santa Ana, a <br />significant number of whom are elderly, live on fixed incomes, and cannot afford <br />significant increases in rent. <br />F. There are approximately 29 mobile home parks in Santa Ana, a substantial <br />number of which serve as the primary residences of senior citizens on fixed <br />incomes and/or low and moderate income households. <br />Ordinance No. NS - <br />Page 1 of 8 <br />65X 279 <br />
