3.0 PROJECT DESCRIPTION 3.1 Location and Boundaries The +63-acre project site is located within the City of Santa Ana, California, as shown on the Regional Location Map (Figure 1). The project is located west of Main Street, south of the Garden Grove Freeway, east of the Santa Ana Freeway, and north of Roe Drive as show on the Local Vicinity Map (Figure 2).' This figure also indicates that the City of Orange is located north and east of the site. Figure 3, Site Map, locates the project boundaries and the various parcels within the site. The aerial photo of the project area, Figure 4, shows the relationship between the proposed project site and its immediate surroundings. ° 3.2 Discretionary Actions j: The only agencies who will be using this EIR for decision making are the Redevelopment Agency and the City of Santa Ana. The primary discretionary action by which the Community Redevelopment Agency will determine whether or not to carry out the proposed project is its F decision on whether to approve a proposed "Participation Agreement" �. between the Agency and the Project Participants. This "Participation !, Agreement" has received preliminary approval by the Project l Participants, subject to the incorporation of mutually acceptable measures designed to mitigate significant environmental effects. Basically, it requires the Project Participants to undertake a r prescribed minimum redevelopment of the project site and permits them to I undertake the maximum redevelopment described in Section 3.4 of this report. The Agency's primary role is to acquire the project site (apart from the parcel already owned by the Participants) and to sell it to the Participants. This preliminary approved "Participation Agreement" is a public record on file with the Agency's Executive Director and available �= for inspection upon request. .r 75D-1 61
