i <br />. Fashion Square traffic destined for the southbound Santa Ana <br />Freeway will have a choice between Main Street and Broadway south to the <br />Buffalo on -ramp. Inbound Fashion Square traffic from the southbound <br />Santa Ana Freeway has a choice of using either Main Street or Broadway. <br />However, most of this traffic will have been intercepted and diverted to <br />the La Veta off -ramps or the Garden Grove Freeway. Northbound Santa Ana <br />Freeway will be provided with a direct off -ramp to the Fashion Square <br />Service Road. Outbound Fashion Square traffic headed north will have an <br />opportunity to use a new Main Street on -ramp or avoid Main Street <br />altogether by using the Rte 22 Freeway. <br />Fashion Square will probably be identified with Main Street <br />( and many motorists, particularly retail and hotel customers and visitors <br />to the office buildings may use Main Street solely because of this <br />identity. But more than half of peak periods travel will be by employees <br />(commuters who seek out the shortest time paths which will be via <br />freeway access other than Main Street. <br />Capaci�:y Analysis <br />k <br />j An arterial capacity analysis was conducted using the traffic <br />j assignment forecasts from the SATC/TSIP travel model. A detailed <br />L�. location by location Intersection Capacity Utilization (ICU) analysis <br />was not conducted since the highway assignments do not include <br />t� intersection turning movements. An assumption that the turning <br />movements will remain similar to those existing today is highly <br />speculative given that intensive development of the Fashion Square/Town <br />L and Country area will cause substantial changes in existing travel <br />patterns. These changes will result from modifications to the existing <br />highway network (new ramps, Broadway Overcrossing, Memory Lane, Lawson <br />(' Way) and improved transit service as well as from increased ride sharing <br />and staggering of work schedules. <br />I <br />a <br />r " <br />i <br />75D-240 <br />
