ea <br />to the freeways. For example, the computer assignment directs all the <br />southbound I-5 trips to Main Street. In reality, this demand will be <br />distributed between both Main Street and Broadway. Similarly, all <br />southbound Route 55 Freeway trips are assigned to the Santa Ana Freeway <br />(via southbound Main Street) then to southbound Route 55. Origin and <br />Destination information obtained in the Phase One TSIP Study indicates <br />this travel demand is distributed among both the I-5 and Route 22 <br />Freeways, both of which interchange with the southbound Route 55 <br />Freeway. The MMTS/SATC's assignment model has a capacity restraint <br />feature whichcontinually monitors volume to capacity ratios and assigns <br />traffic around bottlenecks (such as the Main/La Veta Intersection). <br />Consequently, appropriate refinements were necessary to use the computer <br />assignment. <br />A diagram of the adjusted trip assignment for the Fashion <br />Square entrance/exit locations is presented in Figure 26. Examination <br />of this assignment reveals the area's revised circulation system enables <br />approximately half (46.9 percent) of .the Fashion Square traffic to avoid <br />Main Street altogether while another one quarter (24.2 percent) only <br />crosses Main Street in an east -west direction. Less than one-third of <br />trips generated by Fashion Square (28.9 percent) will utilize Main <br />Street for direct access into/out of the center. The trips assigned to <br />the Main Street entrance/exits of Fashion Square, while shown as <br />concentrated at Town and Country Road, will be distributed among a <br />number of driveways situated along the Fashion Square/Main Street Center <br />frontage. <br />An intersectional capacity analysis using the adjusted Fashion <br />Square driveway assignment was conducted to demonstrate the relative <br />impact of superimposing the Fashion Square development on two key <br />intersections immediately surrounding the site - Main at La Veta and <br />Main at Town and Country. It must be cautioned that this is an exercise <br />for comparison purposes only and does not necessarily reflect a <br />realistic portrayal of future conditions since new arterials and freeway <br />ramps to be constructed will dramatically alter the current travel <br />patterns at these two locations. <br />75D-24s3 <br />
