Rather, the <br />arterial level capacity analysis and the highway trip assignments <br />indicate the redistribution of travel patterns that will occur and form <br />the basis for identification of appropriate mitigation measures. <br />�j <br />Fashion Square Trip Assignment Without New Freeway Ramps <br />A qualitative "what if' type of analysis was conducted <br />regarding the effect of a failure to implement all or part of the <br />— <br />proposed new freeway ramp additions in the vicinity of Fashion Square. <br />The effect of the redistribution of freeway oriented traffic shown in <br />Figure 27. It should be noted that his assignment is for freeway trips <br />only (69.6 percent of total trips) and intended to depict only the <br />y, <br />changes to travel patterns resulting if none of the new ramps are <br />constructed. <br />The two new freeway ramps to be located on the west side of <br />Fashion Square are the most important ones in terms of diverting traffic <br />away from Main Street. If these two ramps are not constructed, then an <br />additional 2,674 vehicles in the peak period (935 vehicles in the peak <br />hour) will be superimposed on the arterial streets surrounding Fashion <br />Square. With the new ramps, this same traffic would not impact any <br />� <br />arterial streets. Failure to provide these two ramps will have a <br />significant detrimental impact on both Main Street and La Veta Avenue. <br />All of this traffic will involve left turn maneuvers from arterial <br />streets further magnifying the impact. Likewise, concentration of all <br />this new freeway traffic at the existing on/off ramp location will <br />overload those facilities. <br />Aside from the two new freeway ramps which directly serve <br />Fashion Square, significant impacts will result from failure to provide <br />several other new ramp installations or modifications.
