q <br />west side providing direct connection with the freeways are essential if <br />the traffic from the size of development contemplated is to be <br />accommodated. <br />TSM/Parking Management <br />Development and implementation of a TSM/Parking Management <br />Program to promote ride sharing (including car pooling, van pooling, and <br />transit) is essential if the traffic created by the Fashion Square <br />development is --to be accommodated by the transportation system. <br />TSM/Parking Management Programs implemented in dense commercial <br />office/retail projects elsewhere have produced a twenty percent mode <br />shift. Examples are Century City, Newport Fashion Square, Fluor <br />Corporation and several others. <br />A TSM Program could include some combination of the following: <br />1. Preferential parking for ride -sharing vehicles <br />2. Transit subsidy - in a dollar amount at least equal to <br />the value of parking otherwise provided <br />3. Flex time and staggered hours and work schedules <br />4. Promotion of pedestrian and bicycle traffic <br />5. Employer -sponsored car pool/van pool/bus pool programs <br />6. Transit system coordination (developers working with OCTD <br />to set up programs to maximize use of transit) <br />7. The elimination of the "hidden subsidy" for <br />single -occupant vehicles (by paying all employees the <br />equivalent of the free market value of parking, then <br />charging for parking - thus only parking users would pay <br />the cost of parking). <br />75D-2149 <br />
