The proposed project is located in RSA 42, which is in the <br />Northwest Orange County Subregion. The Growth Forecast Policy shows a <br />population increase of 95,900 during the period between 1980 and 2000 <br />which is a 25.6 increase in growth for this RSA. This represents the <br />fifth smallest population increase for the Orange County region, <br />absorbing 11% of the County's growth. Most available land is developed <br />within this urban area by 2000, and moderate recycle rates are <br />forecasted." The proposed project is a commercial project that recycles <br />existing urban land and will therefore, not directly increase the <br />population in RSA 42. Such recycling of urban land uses is consistent <br />with the AQMP population forecast. <br />According to The SCAG-82 Growth Forecast Policy, "Urban areas <br />include the following land use categories which are generally associated <br />with urban use: residential, commercial, industrial, transportation and . <br />utilities, and institutional. Non -urban acreage includes agricultural <br />land, vacant land, water bodies, and undevelopable acreage. The <br />forecast assumes that only vacant lands and agricultural lands will be <br />converted to urban use." RSA 42 is forecasted to grow by 3,603 urban <br />acres between 1979 and 2000, i.e., 3,603 non -urban acres will convert to <br />urban use. The proposed project site is comprised of 63 acres of <br />existing urban land which would be recycled to a greater intensity. <br />Recycling of existing urban land uses is consistent with SCAG-82 and the <br />AQMP. <br />Project Effects <br />The aggregate air quality emissions from on -site emission <br />sources associated with the proposed project is shown in Table 21. As <br />indicated in the table, only emission sources associated with the <br />operational phase of the project were totaled. Emissions associated <br />with the construction phase were considered short-term, and therefore, <br />not considered in the long-term contribution of air emissions.
