However, any increased <br />on -site illumination is not anticipated to have any significant impacts <br />on surrounding land uses due to the existing illumination in the area. <br />There would be•, however, an incremental increase in the illumination on <br />the project site. <br />Cumulative Impacts <br />The cumulative impact of this project in conjunction with <br />other developments in the area that would have high-rise buildings <br />would result in an increase of solar interruption (shade/shadows) in <br />the area and possibly an increase in solar reflection. <br />Depending upon the location and height of the cumulative high-rise <br />buildings, some of the local areas (residential and commercial) could <br />experience an increase in solar interruption during certain periods of <br />the year. The cumulative projects would also increase illumination in <br />the area. <br />5.9.3 Mitigation Measures <br />Development plans submitted to the Agency for approval <br />pursuant to the Participation Agreement should be accompanied by a <br />shade/shadow analysis in order to determine the best building locations <br />and building heights for the structures which could result in the least <br />shade/shadow impact, if any, to the surrounding land uses. <br />Non -reflective building exteriors should be used, unless the <br />buildings are oriented so that their surfaces are directed away from <br />other structures, roadways and residential areas in the project area. <br />Pll on -site lighting should be directed downward and shielded <br />from surrounding land uses. Low -intensity lighting in the parking <br />areas should be utilized and flood lighting should be discouraged. <br />75D 1287 <br />
