Evidence of an existing labor market is further supported by <br />labor statistics for Orange County as a whole. In 1981 there were <br />1,200,000 adult workers in the County; however, only I million jobs were <br />available in the County for those workers. The result is that approx- <br />imately 200,000 workers each day must travel outside of Orange County to <br />work. The creation of new jobs in Orange County average about 90,000 <br />annually.* <br />1. <br />i <br />Housing Market <br />The Southern California Association of Governments (SCAG) <br />reports that the housing demand in the region for the past five years <br />has exceeded the supply by 180,000 units.** The housing market in <br />s <br />Orange County in particular is very short in terms of affordable housing <br />relative to the demand placed on it by low and moderate income <br />} <br />households. <br />l Based on the findings of the 1980 federal census, the City of <br />s. Santa Ana has a population estimated at 204,000 residents. The City of <br />Santa Ana experienced rapid growth from 1945 to 1965 when a substantial <br />i portion of the residential dwelling units were built. <br />The existing housing stock in the City of Santa Ana is com- <br />prised of a mixture of single-family dwelling units, multiple -family <br />dwelling units, apartments, and mobile home, units. A Southern Calif- <br />ornia Association of Governments (SCAG) 1980 study identified that the <br />majority of the housing stock was in "good" condition, with approx- <br />imately 6,000 dwelling units in need of repair.
