Public Hearing to the Proposed FY19-20 Budget <br />June 4, 2019 <br />Page 6 <br />The Ten -Year General Fund Outlook includes: <br />• Annual revenues and expenditures increase by CPI as forecasted by the California <br />Department of Finance. <br />• Measure X sales tax rate decreases from 1.5% to 1.0% in year 10. <br />• Expiration of the Vehicle Incentive Program in 2024. <br />• Increasing pension contributions based upon information provided by CalPERS. <br />• Additional compensation increases required by the Police Officers Association labor <br />agreement. <br />• Retirement of police facility debt in 2024. <br />Results of the Ten -Year Outlook indicate that General Fund revenue may be sufficient for <br />General Fund expenditures for the next two years.
