Local Guidelines for Implementing the <br />California Environmental Ouality Act (2019) ENVIRONMENTAL rMPACT REPORT <br />(d) For certain projects that may impact a low-level flight path, military impact zone, or <br />special use airspace and that meet the other criteria in Local Guidelines Section 7.04, the <br />specified military services contact; <br />(e) For certain projects that involve the construction or alteration of a facility anticipated to <br />emit hazardous air emissions or handle hazardous substances within one -quarter mile of a <br />school and that meet the other requirements of Local Guidelines Section 7.36, any <br />potentially affected school district; <br />(f) For certain waste -burning projects that meet the requirements of Local Guidelines <br />Section 5.11 (See also Local Guidelines Section 7.27), the owners and occupants of <br />property within one-fourth mile of any parcel on which the project will be located; and <br />(g) For a project that establishes or amends a redevelopment plan that contains land in <br />agricultural use, the agricultural and farm agencies and organizations specified in Health <br />and Safety Code Section 33333.3. <br />Additionally, for a project of statewide, regional, or area -wide significance, the Lead <br />Agency should also consult with public transit agencies with facilities within one-half mile of the <br />proposed project. <br />The Notice of Preparation must also be filed and posted in the office of the Clerk in each <br />county in which the project is located for thirty (30) days. The County Clerk must post the <br />Notice within twenty-four (24) hours of receipt. <br />When submitting the Notice of Preparation to OPR, a Notice of Completion (Form "H") <br />should be used as a cover sheet. Responsible and Trustee Agencies, the State Clearinghouse, and <br />the state agencies contacted by the State Clearinghouse have thirty (30) days to respond to the <br />Notice of Preparation. Agencies that do not respond within thirty (30) days shall be deemed not <br />to have any comments on the Notice of Preparation. <br />The Lead Agency shall send copies of the Notice of Preparation by certified mail or any <br />other method of transmittal which provides it with a record that the Notice was received. <br />At a minimum, the Notice of Preparation shall include: <br />(a) A description of the project; <br />(b) The location of the project indicated either on an attached map (preferably a copy of the <br />USGS 15' or 7%' topographical map identified by quadrangle name) or by a street <br />address and cross street in an urbanized area; <br />(c) The probable environmental effects of the project; <br />(d) The name and address of the consulting firm retained to prepare the Draft EIR, if <br />applicable; and <br />(e) The Environmental Protection Agency ("EPA") list on which the proposed site is located, <br />if applicable, and the corresponding information from the applicant's statement.
