8) "Less Than Significant With Mitigation Incorporated" applies where the incorporation of mitigation measures <br />will reduce an effect of an infill project that is subject to CEQA from " Significant Impact" to a "Less Than <br />Significant Impact." The Lead Agency must describe the mitigation measures, and briefly explain how those <br />measures reduce the effect to a less than significant level. If the effects of an infill project that are subject to <br />CEQA are less than significant with mitigation incorporated, the Lead Agency may prepare a Mitigated <br />Negative Declaration.
