Based on the allowed FAR of 0.5 to 1.5, the 3.59-acre site allows residential development totaling a <br />minimum of 78,190 square feet to a maximum of 234,571 square feet. The project proposes a total of <br />185,356 square feet of residential use, which results in a FAR of 1.19 and within the allowable FAR. <br />The project proposes 226 units on 3.59-acres with a density of 63 units/acre. Other approved projects <br />in Santa Ana within the Urban Neighborhood land use designation range from a density of 20.57 <br />units/acre for the Santa Ana Collection project to 60.6 units/acre for the Bridging the Aqua project. <br />Therefore, the proposed project is similar to and not out of character with other projects that have been <br />approved by the city in the Urban Neighborhood land use designation. <br />The project meets the general intent of the UN land use designation by providing multi -family units <br />along with open space and other amenities within the project site. The project is located adjacent to <br />Sunflower Avenue that has mass transit and four bus stops within 500 feet of the site to allow project <br />residents access to mass transit. Sidewalks adjacent to the site allow other alternative forms of <br />transportation for the residents including pedestrian and bicycle access to commercial areas in the <br />immediate vicinity. <br />In addition to the UN land use, the goals and policies of the Santa Ana General Plan Land Use Element <br />that are applicable to the project are listed below. <br />Goal 1 <br />Promote a balance of land uses to address basic community needs. <br />Policy 1.5 Maintain and foster a variety of residential land uses in the City. <br />Goal 2 <br />Promote land uses which enhance the City's economic and fiscal viability. <br />Policy 2.10 Support new development, which is harmonious in scale and character with existing <br />development in the area. <br />Goal 5 <br />Ensure that the impacts of development are mitigated. <br />Policy 5.5 Encourage development, which is compatible with, and supportive of surrounding land uses. <br />Policy 5.11 Encourage development, which does not generate obnoxious fumes, toxins, or hazardous <br />materials. <br />Policy 5.12 Provide appropriate permanent measures to reduce storm water pollutant loads in storm <br />water from a development site. <br />The project is consistent with the listed goals and policies that encourage the development of <br />residential projects in Santa Ana that meet the needs of the community, provides a medium density <br />residential project for residents that want multi -family units, compatible with the surrounding land uses, <br />does not generate obnoxious fumes, toxins, or hazardous materials and includes measures as part of <br />the project to reduce storm water pollutant loads in storm water from the project. <br />Legacy Sunflower Apartments Page 64 <br />Mitigated Negative Declaration — March 14, 2019 <br />
