City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />Existing Plus Current Site Entitlement Conditions <br />For informational and comparison purposes, trips that would be generated by <br />development of the Current Entitlements were added to existing peak hour and daily <br />traffic volumes to develop Existing Plus Current Site Entitlements traffic volumes. This <br />analysis shows that the proposed Project would result in less traffic than if the Project <br />site was developed under the Current Entitlements (i.e., what could be developed at the <br />site today). <br />As shown in Table T-9 and Figure T-14, the traffic associated with the proposed Project <br />would result in slightly lower volume -to -capacity (v/c) ratios or delay values at most <br />intersections, when compared to the results for the Current Entitlements at buildout. <br />Intersection #7 (Town and Country Road at SR-22 Eastbound Ramps), would operate <br />at LOS F in the evening peak hour for both scenarios, but would have 8.6 fewer <br />seconds of delay in the proposed Project scenario, compared to the Current Site <br />Entitlements results. <br />In addition, the Current Site Entitlements scenario would cause Intersection # 16 (Main <br />Street at Santa Clara Avenue/1-5 SIB Ramps) to worsen to LOS E, whereas the <br />intersection would operate at LOS D under the proposed Project scenario.
