City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />Summary of Impacts Identified in the 1983 EIR <br />AQMP Consistency <br />The 1983 EIR described that a project's consistency with the Air Quality Management <br />Plan (AQMP) is determined by consistency with the local population and land use <br />projections. The 1983 EIR determined that the Originally Approved Plan was consistent <br />with the AQMP population forecast for the area of Orange County and the SCAG-78 <br />land use projections in Orange County. In addition, the 1983 EIR described that the <br />Originally Approved Plan would recycle existing urban land to a greater intensity, which <br />was consistent with the AQMP forecast. Therefore, the 1983 EIR determined that <br />impacts related to AQMP consistency would not occur. <br />Construction <br />The 1983 EIR determined that construction would produce two sources of air pollution <br />emissions that include exhaust emissions from construction and grading equipment and <br />dust generated as a result of earth movement and equipment traffic on local streets. <br />The dust emissions may cause a nuisance to people and business located on adjacent <br />properties or along roadways used by the earth -moving equipment, or to motorists who <br />park motor vehicles in the vicinity of the site. Upon completion of construction, the dust <br />emissions would cease. The exhaust emissions would be of short-term duration during <br />the construction phase only. <br />Operation <br />The 1983 EIR describes that a majority of the operational emissions would result from <br />vehicular emissions. The EIR determines that emissions from operation of the Originally <br />Approved Plan is negligible (0.4 percent) when comparing it to the 1987 total emissions <br />inventory projected for Orange County. <br />The 1983 EIR also describes that the aggregate long-term contribution of emissions <br />from the Originally Approved Plan to the 1987 Orange County emission inventory <br />ranges from a negligible amount of organic gases to 0.7 percent of nitrogen oxides, <br />depending upon the type of pollutant. The EIR determines that these levels of emissions <br />are less than significant. It should be noted that comparing a project's emissions to <br />county -wide emissions is no longer the current methodology or considered best practice <br />for the analysis of air emissions. Since certification of the 1983 EIR, the South Coast Air <br />Quality Management District (SCAQMD) adopted the CEQA Handbook (1993) that <br />established project -level thresholds. <br />Summary of Impacts Identified in the 1996 Addendum <br />111 <br />
