City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />Regional Construction Air Quality <br />Similar to implementing the Current Entitlements for the Project site, implementation of <br />the Project construction would generate short-term emissions of criteria air pollutants. <br />Project construction activities would occur over multiple years and have various <br />timelines related to proposed onsite developments. The proposed Project would be <br />required to comply with all SCAQMD Rules for construction, which includes: <br />• Rule 402 that prohibits the discharge from any source whatsoever such <br />quantities of air contaminants or other material which cause injury, detriment, <br />nuisance, or annoyance to any considerable number of persons or to the public, <br />or which endanger the comfort, repose, health, or safety of any such persons or <br />the public, or which cause, or have a natural tendency to cause, injury or damage <br />to business or property. <br />• Rule 403 that requires that fugitive dust be controlled with Best Available Control <br />Measures that include, but are not limited to, the following: <br />a) Portions of a construction site to remain inactive longer than a period of 3 <br />months will be seeded and watered until grass cover is grown or otherwise <br />stabilized. <br />b) All on -site roads will be paved as soon as feasible or watered periodically <br />or chemically stabilized. <br />c) All material transported off -site will be either sufficiently watered or <br />securely covered to prevent excessive amounts of dust. <br />d) The area disturbed by clearing, grading, earthmoving, or excavation <br />operations will be minimized at all times. <br />e) Where vehicles leave a construction site and enter adjacent public streets, <br />the streets will be swept daily or washed down at the end of the workday <br />to remove soil tracked onto the paved surface. <br />Rule 1113 requires architectural coatings to be selected so that the volatile <br />organic compound (VOC) content of the coatings is compliant with SCAQMD <br />Rule 1113. <br />Since certification of the 1983 EIR and adoption of the 1996 Addendum, the <br />Environmental Protection Agency (EPA) and the California Air Resources Board <br />(CARB) have adopted off -road equipment emissions standards. These emissions <br />standards have been phased in since 1996 in four distinct tiers. Beginning in 2014, new <br />off -road mobile engines sold that are equal or greater than 130 horsepower are required <br />to meet Tier 4 Final standards (40 Code of Federal Regulations, part 1039). Thus, <br />implementation of the Project in 2019 or thereafter results in construction emissions that <br />are substantially lower than what was anticipated in the 1983 EIR. Additionally, <br />construction of the proposed Project would be required to comply with current SCAQMD <br />rules, including Rule 402 (Nuisance), Rule 403 (Fugitive Dust), and Rule 1113 <br />(architectural coatings). The applicable SCAQMD Rules are required to be included on <br />the contractor specifications and implemented through the construction permitting <br />process.
