City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />5.14 ENERGY CONSERVATION <br />Summary of Impacts Identified in the 1983 EIR <br />The 1983 EIR described that the expansion of the onsite development would increase <br />energy consumption, but that proposed structures would have to be designed to meet <br />the State's energy conservation standards and would be enforced through the building <br />permit process. The 1983 EIR also included Mitigation Measure 5.14-1 to orient <br />buildings and landscaping, such that solar radiation reduces heating loads and does not <br />increase air conditioning loads. The EIR determined that impacts would be less than <br />significant with implementation of the mitigation measure. <br />Summary of Impacts Identified in the 1996 Addendum <br />The 1996 Addendum described that the proposed development would be designed for <br />optimum energy efficiency, in accordance with the State's Energy Conservation <br />Standards, and that the addition would result in a limited and less than significant <br />increase in energy consumption. <br />Impacts Associated with the Proposed Project <br />No New Impact. Consistent with the Originally Approved Plan, the proposed Project <br />would generate demand for electricity, natural gas, as well as gasoline for motor vehicle <br />trips. Operational use of energy includes the heating, cooling, and lighting of building <br />areas, water heating, operation of electrical systems and appliances within residences, <br />parking lot and outdoor lighting, and the transport of electricity, natural gas, and water to <br />the areas where they would be consumed. This use of energy is typical for urban <br />development, and no operational activities or land uses would occur that would result in <br />extraordinary energy consumption. <br />The proposed Project would be required to meet the current Title 24 energy efficiency <br />standards, which are updated on 3-year cycles. The City's permitting process includes <br />review of energy conservation measures to ensure that all requirements are met. <br />Typical Title 24 measures include insulation; use of energy -efficient heating, ventilation <br />and air conditioning equipment (HVAC); solar -reflective roofing materials; energy - <br />efficient indoor and outdoor lighting systems; reclamation of heat rejection from <br />refrigeration equipment to generate hot water; and incorporation of skylights, etc. <br />Additionally, the proposed Project includes features to reduce energy consumptions, <br />such as 25 electric vehicle charging stations and the following Specific Plan Design <br />Guidelines: <br />DG - 10 Buildings should be oriented to take advantage of sun angles and <br />exposure in order to minimize the need to mechanically heat or cool the building <br />at different times throughout the year. <br />155 <br />
