City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />5.15 IRREVERSIBLE ENVIRONMENTAL CHANGES <br />Summary of Impacts Identified in the 1983 EIR <br />The 1983 EIR described that the Originally Approved Plan would result in an <br />intensification of land uses and consumption of energy from fossil fuels and building <br />materials that are irreplaceable. In addition, the EIR describes that increased vehicular <br />traffic, related air emissions and noise would result. Similarly, a permanent commitment <br />to provide increased services to the site would occur. Furthermore, the EIR described <br />that the visual character of the site would be altered, and shade/shadow impacts would <br />result. <br />Summary of Impacts Identified in the 1996 Addendum <br />The 1996 Addendum does not include a discussion of irreversible environmental <br />changes. <br />Impacts Associated with the Proposed Project <br />No New Impact. Consistent with the Originally Approved Plan, the proposed Project <br />would result in or contribute to the following irreversible environmental changes: <br />• Lands would be committed to new uses once the proposed buildings are <br />constructed. <br />• Changes in views associated with the new buildings, parking structures, and <br />landscaping. <br />• Increased traffic on area roadways. <br />• Emissions of air pollutants <br />• Consumption of non-renewable energy from automobiles, lighting, heating and <br />cooling systems, appliances, etc. <br />• Increased ambient noise associated with an increase in activities and traffic. <br />Regarding energy, as described previously, the proposed Project would not involve <br />wasteful or unjustifiable use of non-renewable resources, and conservation efforts <br />would be enforced during Project permitting. The Project would incorporate energy <br />conserving project design features pursuant to current Title 24 standards. <br />Regarding shade/shadow, as described previously, the proposed Project's building <br />heights would not generate shadows upon residential areas, which was identified as a <br />potentially significant impact of the Originally Approved Plan. Therefore, irreversible <br />environmental changes related to shade/shadow from the Originally Approved Plan <br />would not occur by the proposed Project. Thus, impacts from the proposed Project <br />would be less than those identified in the 1983 EIR. In addition, as described throughout <br />this Addendum, implementation of the proposed Project would not result in any other of <br />greater environmental impact that could result in an irreversible environmental change. <br />159 <br />
