City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />hazard. According to the City of Santa Ana's General Plan Seismic Safety Element, <br />portions of the Project site are located within an area delineated as having a potential <br />for regional subsidence due to seismically -induced settlement of loose and sandy soil. <br />However, as previously discussed, the potential effects relating to seismically -induced <br />settlement can be reduced by following implementation of CBC required engineering <br />practices that are verified during the City's permitting process. Thus, impacts related to <br />subsidence would be less than significant. No new impact would occur. <br />Landslides, Slope Instability, Seiche, Tsunami <br />The State of California Seismic Hazard Zones Map for the Orange Quadrangle does not <br />identify the site as being potentially susceptible to seismically induced landslides. Also, <br />the site is relatively flat, and no landslides are mapped or known to exist at or within the <br />vicinity of the Project site. Therefore, seismically -induced landslides and slope instability <br />are not considered a hazard for the site. In addition, based on the inland location of the <br />Project site and the lack of large enclosed water bodies nearby, seiche and tsunami <br />risks are not considered seismic hazards for the site (GEO 2019). No new impact would <br />occur. <br />Paleontological Resources <br />The native soils at the Project site are Quaternary -age, non -marine young alluvial fan <br />deposits, comprised of varying proportions of sand, gravel, silt, and clay deposited by <br />the Santa Ana River and its tributaries (Geo 2019). Quaternary alluvial materials in <br />Orange County are assigned a low paleontological resource sensitivity due to their <br />relatively recent age (Eisentraut and Cooper 2002). In addition, because the Project site <br />has been extensively disturbed no fossil resources are anticipated to be located onsite. <br />As a result, potential impacts related to paleontological resources would also be less <br />than significant. No new impact would occur. <br />Conclusion for Soils and Geology <br />Consistent with the determinations of the 1983 EIR and 1996 Addendum, proper <br />engineering techniques enforced through the City's standard permitting process would <br />reduce any potential impacts related to soils and geology from implementation of the <br />proposed Project. Thus, no new or substantially greater impacts would occur with <br />implementation of the proposed Project when compared to those identified in the 1983 <br />EIR. The proposed Project is consistent with the impacts identified in 1983 EIR and <br />1996 Addendum and the level of impact (less than significant impact) remains <br />unchanged. <br />Based on the foregoing, none of the conditions identified in CEQA Guidelines section <br />15162 that trigger the need to prepare a subsequent or supplemental EIR or other <br />environmental document to evaluate Project impacts or mitigation measures exist <br />regarding soils and geology. There have not been 1) changes to the Project that require <br />major revisions of the previous adopted EIR due to the involvement of new significant <br />environmental effects or a substantial increase in the severity of previously identified <br />effects; 2) substantial changes with respect to the circumstances under which the <br />55 <br />
