City of Santa Ana Main Place Mall Transformation Project
Traffic Impact Study
Improvements along La Veta Avenue, including at the intersection of Main Street at La Veta
Avenue.
In addition, improvements planned as part of the Santa Ana Freeway Interstate 5 (1-5) High Occupancy
Vehicle (HOV) Lane Improvement Project between SR-55 to SR-57 will provide one additional HOV lane in
each direction to provide additional HOV capacity and reduce freeway congestion. As a part of the HOV
improvements, that project includes changes to the street system near the project site, including the
removal of the southbound off -ramp and northbound on -ramp HOV structures at the intersection of Main
Street at Edgewood Road. The HOV improvement study concluded that the project would result in the
elimination of critical bottlenecks on the HOV network, thereby increasing HOV activity and facilitating
HOV throughput. The project would result in a redistribution of local traffic through nearby streets and
intersections. However, it would not substantially impact any of the analyzed intersections, and no
locations would be negatively affected by elimination of the Main Street direct HOV ramps. Therefore,
the HOV Lane Improvement Project is not expected to affect operations on Main Street.
4.3 Transit Service
Public transit service in the project vicinity is provided by the Orange County Transportation Authority
(OCTA). The following OCTA bus stops are near the project site:
on the east and west sides of Main Street, south of Main Place Drive/Town and Country Road,
on the east side of Main Street, between City Place Drive and Memory Lane, and
on the south side of Memory Lane, east of Main Street.
The following discussion provides a brief description of the OCTA transit routes that operate on the
arterials serving the project site.
OCTA Route 53153X operates between the City of Anaheim and the City of Irvine via Main Street. Route
53 operates seven days a week, from approximately 4:00 AM to 11:45 PM, with 10- to 20-minute
headways (the interval between bus arrivals) on weekdays, and 15- to 20-minute headways on weekends.
Route 53X is an express weekday service that operates from approximately 5:50 AM to 7:15 PM, with 20-
minute headways. Route 53X operates along Main Street between Katella Avenue and MacArthur Avenue,
with limited stop locations; Main Place Mall is one of the stops for 53X.
OCTA Route 54 operates between the City of Garden Grove and the City of Orange via Chapman Avenue.
Route 54 operates seven days a week, from 4:45 AM to 11:40 PM on weekdays, 6:00 AM to 10:00 PM on
Saturday, and 6:30 AM to 10:30 PM on Sundays and holidays with 15- to 30-minute headways.
OCTA Route 56 operates between the City of Garden Grove and the City of Orange, traveling along La
Veta Avenue in the project vicinity. Route 56 operates seven days a week, from 5:00 AM to 10:00 PM on
weekdays, 7:00 AM to 8:00 PM on Saturday, and 7:00 AM to 8:00 PM on Sundays and holidays with 30-
minute to one -hour headways on weekdays, and 70- to 90-minute headways on weekends.
OCTA Route 83 operates between the City of Anaheim and the City of Laguna Hills, traveling along Main
Street in the project vicinity. Route 83 operates seven days a week, from 4:45 AM to 12:55 AM on
weekdays, with 20- to 25-minute headways; 5:40 AM to 11:58 PM on Saturday, and 5:30 AM to 11:15 PM
on Sundays and holidays with 20-minute to 1-hour headways.
Kimley>»Horn Page 116
