City of Santa Ana Addendum to the
MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR
5.5 ARCHAEOLOGY
Summary of Impacts Identified in the 1983 EIR
The 1983 EIR describes that an archaeological records search was conducted, which
indicated that there are no recorded archaeological sites on the Project site and only
one archaeological resource has been recorded within a two -kilometer radius of the site.
The 1983 EIR determined that no impacts to archaeological resources would occur from
redevelopment of the site and no mitigation measures were required.
Summary of Impacts Identified in the 1996 Addendum
The 1996 Addendum describes that the site is entirely developed, and no
archaeological resources were recorded on the site. The EIR determined that no
archaeological resources are anticipated to be present on the site and that no impacts
to archaeological resources would occur.
Impacts Associated with the Proposed Project
No New Impact. Based on review of historic aerial photographs, the site was primarily
utilized for agricultural purposes (citrus groves) with several residential structures
associated with the agricultural land along Main Street in the eastern portion of the site
between approximately 1938 and 1952 (Geo 2019). By approximately 1963, the site
was developed with paved surface parking and access roads surrounding a centralized
shopping mall, a large building in the southern portion of the site and a small building in
the southwestern portion of the site. By approximately 1980, one of the parking
structures was constructed in the western portion of the site. Between approximately
1980 and 1995, major redevelopment of the onsite structures occurred resulting in
development to the site as it exists today (Geo 2019). All of the existing structures on
the Project site are modern and no historic resources exist on the site. Because the
proposed Project would remove modern structures and redevelop the site with new
modern structures, impacts related to historic resources would not occur.
As the site is developed, the onsite soils have been previously disturbed. The Geologic
and Seismic Hazard Review Study (Geo 2019) describes that artificial fill materials are
located onsite. The fill ranges from approximately 5 to 10.5 feet deep and generally
consists of brown to dark brown, loose, or soft silty sand and clayey sand with trace
amounts of construction debris. The fill materials are likely associated with the existing
improvements and initial development of the site (Geo 2019). Due to the extent and
depth of previous ground disturbances throughout the site, archaeological resources are
not anticipated to be located onsite. Thus, potential impacts related to archaeological
resources would be less than significant. No new impact would occur.
The Project site is not in an area known for having, or suspected of having, tribal
cultural resources or human remains. In the unlikely event that human remains are
encountered during earth removal or disturbance activities, the California Health and
65
