City of Santa Ana Main Place Mall Transformation Project <br />Traffic Impact Study <br />7 EXISTING PLUS PROPOSED PROJECT CONDITIONS <br />Project -related trips for the Proposed Project were added to existing conditions peak hour and daily traffic <br />volumes to develop Existing Plus Proposed Project traffic forecast volumes. Morning and evening peak <br />hour intersection volumes and daily roadway volumes for this scenario are shown on Figure 8, Existing <br />Plus Proposed Project Traffic Volumes. <br />7.1 Peak Hour Intersection Analysis <br />A summary of the intersection Level of Service for the Existing Plus Proposed Project condition is provided <br />on Table 11. Intersection analysis worksheets are provided in Appendix B. As shown in the table, all traffic <br />study area intersections would continue to operate at an acceptable Level of Service with the addition of <br />the Proposed Project traffic, with the following exception: <br />#7 —Town and Country Road at SR-22 Eastbound Ramps — PM peak hour, LOS F <br />This intersection was shown to be operating at LOS F under Existing Condition and would continue to do <br />so with the addition of Proposed Project traffic. For State-controlled intersections, the Project impact is <br />generally considered to be significant if the project -related traffic causes a deficient Level of Service; or if <br />the intersection is already deficient in the pre -project condition, the existing measure of effectiveness <br />(MOE) should be maintained. Therefore, based on the significance criteria, the Proposed Project would not <br />result in a significant impact. <br />7.2 Daily Roadway Analysis <br />A summary of the roadway Level of Service for the Existing Plus Proposed Project condition is provided on <br />Table 12. The table indicates that each of the study roadway segments would continue to operate at an <br />acceptable Level of Service with the addition of the Proposed Project traffic. <br />Kimley>»Horn Page 141 <br />
