City of Santa Ana Main Place Mall Transformation Project
Traffic Impact Study
8 EXISTING PLUS CURRENT PROJECT ENTITLEMENTS
For comparison purposes, project -related trips associated with the current entitlements (2000) were
added to existing peak hour and daily traffic volumes to develop Existing Plus Current Project Entitlements
traffic forecast volumes. Morning and evening peak hour intersection volumes and daily roadway volumes
for this scenario are shown on Figure 9, Existing Plus Current Project Entitlements Traffic Volumes.
8.1 Peak Hour Intersection Analysis
Table 13 provides a summary of the intersection Level of Service for the Existing Plus Current Project
Entitlements condition compared to the Existing Plus Proposed Project. Intersection analysis worksheets
are provided in Appendix B. Review of this table shows that the traffic associated with the Proposed
Project generally would result in slightly lower volume -to -capacity (v/c) ratios or delay values at most
intersections, when compared to the results for the Current Project Entitlements. Intersection #7—Town
and Country Road at SR-22 Eastbound Ramps, would operate at LOS F in the evening peak hour for either
Project scenario, but would have 8.6 fewer seconds of delay in the Proposed Project scenario, compared
to the Current Project Entitlements results. In addition, the Current Project Entitlements scenario would
cause Intersection # 16 — Main Street at Santa Clara Avenue/1-5 SB Ramps to worsen to LOS E, whereas
the intersection would operate at LOS D under the Proposed Project scenario.
Kimley>»Horn Page 149
