Local Guidelines for Implementing the <br />California Environmental Quality Act (2019) ENVIRONMENTAL IMPACT REPORT <br /> <br />and whether there are any significant and unavoidable impacts (generally, the summary <br />should be less than fifteen (15) pages); <br />(c) A description of the proposed project, including its underlying purpose and a list of <br />permit and other approvals required to implement the project (see Local Guidelines <br />Section 7.24 regarding analysis of future project expansion); <br />(d) A description of the environmental setting, <br />environmental conditions from both a local and regional perspective at the time the <br />Notice of Preparation is published, or if no Notice of Preparation is published, at the time <br />environmental analysis begins. (State CEQA Guidelines Section 15125.) This <br />environmental setting will normally constitute the baseline physical conditions by which <br />the Lead Agency determines whether an impact is significant. However, the City, when <br />acting as Lead Agency, may choose any baseline that is appropriate as long as the City <br />choice of baseline is supported by substantial evidence; <br />(e) A discussion of any inconsistencies between the proposed project and applicable general, <br />specific and regional plans. Such plans include, but are not limited to, the applicable air <br />quality attainment or maintenance plan or State Implementation Plan, area-wide waste <br />treatment and water quality control plans, regional transportation plans, regional housing <br />allocation, regional blueprint plans, plans for the reduction of greenhouse gas emissions, <br />habitat conservation plans, natural community conservation plans and regional land use <br />plans; <br />(f) A description of the direct and indirect significant environmental impacts of the proposed <br />project explaining which, if any, can be avoided or mitigated to a level of insignificance, <br />indicating reasons that various possible significant effects were determined not to be <br />significant and denoting any significant effects that are unavoidable or could not be <br />mitigated to a level of insignificance. Direct and indirect significant effects shall be <br />clearly identified and described, giving due consideration to both short-term and long- <br />term effects; <br />(g) Potentially significant energy implications of a project must be considered to the extent <br />relevant and applicable to the project (see Local Guidelines Section 5.20); <br />(h) An analysis of a range of alternatives to the proposed project that could feasibly attain the <br />7.23; <br />(i) A description of any significant irreversible environmental changes that would be <br />involved in the proposed action should it be implemented if, and only if, the EIR is being <br />prepared in connection with: <br />(1) The adoption, amendment, or enactment of a plan, policy, or ordinance of a public <br />agency; <br />(2) The adoption by a Local Agency Formation Commission of a resolution making <br />determinations; or <br />(3) A project that will be subject to the requirement for preparing an Environmental <br />Impact Statement pursuant to NEPA; <br />(j) An analysis of the growth-inducing impacts of the proposed action.
