Local Guidelines for Implementing the <br />California Environmental Quality Act (2019) TYPES OF EIRS <br /> <br />that State CEQA Guidelines Sections 15162 and 15163 do not otherwise apply, the Lead Agency <br />can approve the activity as being within the scope of the project covered by the Program EIR, <br />and no new environmental document is required. <br />If the EIR for a redevelopment plan is a Project EIR, all public and private activities or <br />undertakings pursuant to or in furtherance of the Redevelopment Plan shall constitute a single <br />project, which shall be deemed approved at the time of the adoption of the Redevelopment Plan. <br />Once certified, no subsequent EIRs will be needed unless required by State CEQA Guidelines <br />sections 15162 or 15163. (State CEQA Guidelines Section 15180.) If a Master EIR is prepared <br />for a redevelopment plan, subsequent projects will be subject to review if they would have <br />effects that were not examined in the Master EIR. If no new effects could occur or no new <br />mitigation measures would be required, the Lead Agency can approve the activity as being <br />within the scope of the project covered by the Master EIR, and no new environmental document <br />is required. <br /> <br />2019 City of Santa Ana Local Guidelines 8-9 ©Best Best & Krieger LLP <br /> <br />
