Local Guidelines for Implementing the <br />California Environmental Quality Act (2019) DEFINITIONS <br /> <br />11.04 -project environmental conditions. By comparing the <br />thresholds of significance. Generally, the baseline is the environmental conditions <br />existing on the date the environmental analysis begins, such as the date the Notice of <br />Preparation is published for an EIR or the date the Notice of Intent to Adopt a <br />Negative Declaration is published. However, in certain circumstances, an earlier or <br />later date may provide a more accurate environmental analysis.
