The proposed project will not be located on expansive soil, as defined in Table 18-1-B of the Uniform Building Code (1994) because expansive soils do not exist or will be removed from the site during construction. Therefore, the proposed project will not create a substantial risk to life or property. Project generated wastewater will be removed from the project site by a sewer system. Therefore, the site soil will not need to support the use of a septic tank. 4.3.6 Hazards and Hazardous Materials The proposed project is not on a site which is included on a list of hazardous materials sites compiled pursuant to Government Code Section 65962.5 and, as a result, would not create a significant hazard to the public or the environment. The proposed project is not located in the vicinity of a private airstrip. The proposed project is on a developed block of land in an urban area. Therefore, the project will not expose people or structures to a significant risk of loss, injury or death involving wildland fires, including wildland fires that occur on land adjacent to urbanized areas or where residences are intermixed with wildlands. 4.3.7 Hydrology and Water Quality The proposed project will use existing supplies of domestic water and will discharge project wastewater to an existing sewer system. Therefore, the project will not violate any water quality standards or waste discharge requirements. The proposed project will use existing supplies of domestic water and is located on less than five acres of land. Therefore, the project site will not substantially deplete groundwater supplies or interfere substantially with groundwater recharge such that there would be a net deficit in aquifer volume or a lowering of the local groundwater table. The proposed project is a commercial project and will not place housing within a 100-year flood hazard area as mapped on a federal Flood Hazard Boundary or Flood Insurance Rate Map or other flood hazard delineation map. The project site is not within a 100-year flood zone and will not place structures that would impede or redirect flood flow within a 100-year flood hazard area. The proposed project will not expose people or structures to a significant risk of loss, injury or death involving flooding, including flooding as a result of the failure of a levee or dam because the project site is not in an area subject to inundation should one of these structures fail.
