LAND USE ELEMENT <br />Goal 2.0 Promote land uses which enhance the City's economic and <br />fiscal viability. <br />Policy2.1 Discourage the intrusion of commercial land uses in <br />industrial areas. <br />Policy 2.2 Support commercial land uses in adequate amounts to <br />accommodate the City's needs for goods and services. <br />Policy 2.3 Encourage the location of child care facilities within <br />employment centers. <br />Policy 2.4 Support pedestrian access between commercial uses <br />and residential neighborhoods which are in close <br />proximity. <br />Policy 2.5 Balance the economic and fiscal benefits of commercial <br />development with its impacts on the quality of life in the <br />City. <br />Policy 2.6 Encourage the creation of new employment opportunities <br />in developments which are compatible with surrounding <br />land uses, and provide a net community benefit. <br />OEM <br />Policy 2.17 Promote rehabilitation of commercial properties, and <br />encourage increased levels of capital investment. <br />Policy 2.19 Support developments that create a business <br />environment that is safe and attractive. <br />Policy 2.0 9 Support new development which is harmonious in scale <br />and character with existing development in the area. <br />The comer of Fourth Street <br />and Main Street was the <br />first commercial lot sold in <br />the city (the lot sold for <br />$15.00). <br />
